Glow Effect
Step one:
Find the image you want.
I am using this
I advise you start out with this for the tutorial.
Step two:
Dulicate the layer.
Then goto Filter>>Noise>>Median.
Id use 5-8 but you can set it at any number you want.
It should be blurry, but dont worry.
Step three:
Now, goto blending options.
Set it as overlay.
You should be done.
Your finished peice should look sorta like this.
